You need to heat it up if it is dried on and use a paint stripper of some kind, but be carful that it doesn't discolour the fabric.

get a cool patch to sew over it
Put your Jersey in the freezer, when that area is frozen you can hit it with a hammer this will cause the nail varnish to crumble then just brush it away!
